Anchors were attached to the ship via rope tied to a "bitt". To "reach the bitter end" or "rope's end" referred to running the anchor rope to its limit in deep waters.
To go to the bitter end means to go to the very end of whatever it may be... "They fought till the bitter end"...
Oftentimes, the life of a pirate ended with rope, either via noose, keel hauling or by other means. To go "On Account" meant to turn legitimately to piracy, but it can also be referred to as "on a count" where as the sailor turning pirate knew his days were numbered (counted).
The design fuses a wet, water laden skull - standard pirate symbol of death into a simplistic, but impactful design.
